What is the type of packaging material you are using ?Is it box or film or roll.
It depend on how you are doing the inventory of packaging material, If it a box then definitely in inventory it will be having a new material number and you have to make new BOM.
Else we have one option is to use BOM Item category "R" Variable-size item.
