Hi Dev,
If you have another working environment on the same patch level you could compare the size of the "sapjvm" folder inside <install dir>\SAP BusinessObjects Enterprise XI 4.0\win64_x64 directory.
If there is a mismatch, you could try to replace the non-working directory with the working directory.
Note: do this when the SIA and Tomcat are not in "starting" or any other status than "stopped".
