I'm not aware of a minimum regulatory bulletin (tub) level for Cyclic F, but you do need to ensure you have applied Note 2097432 to your SAP system first. Cyclic and Regulatory Bulletins are mostly independent, but sometimes one may have a minimum dependency on the other, and this is typically documented on BSI's website.
