You might try this:

Create 4 time windows.

One is from 04:55 until 06:25

2nd 07:15 until 8:45

3rd 09:20 until 10:50

4th: 12:00 until 22:30

create a submit window every 30 minutes.

Create 4 submit jobs.....1st with time window 1 and submit frame every 30 minutes.

same for the other time windows.

Let the jobs only run when the time window is open.
