A relationship between two objects can be hierarchical, lateral or unilateral. 041 is a lateral relationship which means two objects related with this relationship are equivalent and describe/replace each other. However, in the system when you define it, the objects will have be related via A041 and B041. This would not change their meaning to be hierarchical though, they will very much remain lateral.
