Hi Vachanala,
Maintain alternative UoM in both header & component. Use "production unit" and "unit of issue" on work scheduling tab of material master. Put M in header material and in component also. Create a new BOM, it will automatically take M instead of TO.
Do one round of complete testing and check material documents. It will surely show in M.
