Table /PERSOS/FLAVOR will have the user names of the creator and the last change.
If you need full logging capability of all changes then you could set the 'Log data changes' flag in the Technical Settings section for the table and use standard tools to evaluate the logs. This should take care of logging deletions as well.
Based on /PERSOS/SCRNCHNG and /PERSOS/CONTCHNG you can get all control changes so this way it would be possible to find out who made what changes to a flavor but there is no standard evaluation program for this as far as I'm aware, so you'd have to create it.
