Hi Jakob,
1. Is this system a copy or a fresh install ?
2. Run tx SECSTORE (F8)
3. With tx SICF, navigate to webgui and right click. check to ensure the service (and all dependent services) are activated. If it's already active, deactivate it and reactivate it.
