We are also facing the same issue in MD04 .
In our case 2 dependent requirements are generating on the same date for same material.
1st requirement has pegged requirement and generated from header.
2nd requiremnt is showing like 'Procurement without Requirements'

I have gone through this thread but there is no concrete solution as such available.
Could you please help us to know the exact source of dependent requirements with line 'Procurement without Requirements'???
