This is IPV6 issue. Job Scheduler for some reason selects IPV6 on top of IPV4 and fails to start.
Disable IPV6 on your host (hopefully you can) and reinstall. This will fix the stuff for you. I think I have a case opened for it (met this while testing ASE 16 SP 02 beta)...
