Can you please check your operation unit of measure in the routing and post a screenshot here ? You can do that opening the operation 0010 against your finished material in CA03 or CA02.

Alternatively also try maintaining a relation between KWH and BAG in material master for finished material, to test maintain 1 KWH = 1 BAG and check if it works.
