Hi Praveen,
PSM release doesn't matter if you are trying to test the service from SOAP UI.
Communication arrangement is required for standard service.
Have you selected the right communication scenario which includes the required Query operation?
If yes, then you are getting error because authorization is not generated for the service, so application should look into it.
