The text and description for tax authorities are maintained in table T5UTZ in SAP system which will get override every time HRSP comes in.
I am not sure why you need an update to this table.
If you would want to have this tax authority description fixed for text on payroll journal you can pull out description plus text which defines tax authority description along with its county name which would be moreover unique.
Could you please provide an example that I can look at and assist you further.
