TDS on ContractorsC

Dear All,

I have one requirement from TDS on Contractors i.e.

If Rs. 30000/- for single payment or

Rs. 75000/- for aggregate payment during Financial Year

system should Calculate tax @  2%

Can you people give me the suggessions where i maintain if 3000/- single payment(base amount) what is the configuration required
